I'd really need much more specific information and multiple ongoing issues to call that anything more than a sender's error. I'm not aware of any system that would reply as you telling the member you didn't get their email. It's certainly possible that user error on the sender's part could lead to either incorrectly sending or incorrectly reading an error message from the system.
At this particular moment, yours is the only current report and doesn't really match anything else on my bug list.
While I don't believe there is any type of account level or system wide problem... Certainly, if this is happening with multiple people over a regular basis, having those details along with reports from other people would go a long way to me being able to research this more and possibly find any bug or problem. Alternatively, if this is some sort of very occasional thing, to be honest, it's not likely a solution will be found due to the nature of debugging that type of thing.
