If his problem is that he can't remember his password, the password can be recovered:
If he can access the account's offsite email listed in the account's settings, he can put the username here, and the password will be emailed to that offsite email account.

If he can't access that email account, then to verify his identity, he would need to fax a copy of an ID that links the first and last name on the account with the name on the ID that is faxed. Once he has access again, he should change the offsite email in his account information to one that is current.
