Allow Birthday Notifications Based on Just Month/Day

I just discovered that birthday notifications apparently don't go out if I don't have the year in my biography section. I changed that, but I was feeling unloved because hardly anyone was acknowledging my birthday. The day and month should be enough to trigger notifications to all my friends who have fanned and favorited me. *Smile*

Technically, they aren't supposed to be called that, but everyone does. They're "ID tags"
