Those words are rather long for this kind of a simple crossword puzzle. Looks to me like the puzzle is running out of space to fit any more in. To add any more to the current layout, the missing words would have to connect to the last two letters of #5 or the last 3 letters of #6.
I just created one with ten shorter words that had a fair amount of intersection of letters. Even then, some of the sample layouts couldn't fit them all in.
