To tag an item, use the curly parentheses, not the square parentheses, and use the item number.
So, a tag to one of my stories would be { (curly parenthesis) bitem: 2216907 (item number) } (close curly parenthesis)

Invalid Item  This item number is not valid. #2216907 by Not Available.

To handle tag, same parentheses, user: and then type in the user name. A drop down menu will automatically appear and you can pick the person you desire. So, to tag you, { (curly parenthesis) user: ajburchell (the user name that appears when I hold the cursor over your name) } (close curly parenthesis)
