You may block up to 50 members from viewing, rating and reviewing items within your portfolio. Blocked members attempting to access your items will receive Writing.Com's standard "Private Item" message. Blocked members will be unable to email and Instant Message your account.

Go to My Account, Account Settings, scroll down to Block/Ignore Members - make sure you enter their username, not their handle.
