I see you had 2 errors before the error you listed here when attempting to submit the review. I just tried to duplicate the problem, creating the 2 errors in the tool and then trying to submit, but it seems to work OK for me. I was not able to "lose" the review, no matter what I tried.

Unfortunately, I have no answer for you at this time... For now, all I can ask is that in the future, please try to make extra note of the steps you go through when using the Review Tool ... so that if the problem happens again, I may be better able to whittle down why it's occurring for you on a consistent basis.
