But if this was an issue with my computer, how would it be that only writing.com's PM system was affected?

As computers and individual setups are all very different, it could be any number of things.

However, what I can say is that given the number of people using Writing.Com, the amount of email being sent, and the fact that restarting solved the problem for you -- it would seem most likely that something was locally occurring on your computer that chose to not like the email page. If this had been a problem with Writing.Com itself, there'd be many many more people reporting the problem and restarting your browser/computer wouldn't have solved the problem.
