Worldbuilding is helpful. The more you know about your characters and where they live, the more you have to write about. Even action stories need some lulls in the energy. The next question is whether the scene helps drive the story or any of your important arcs. Demonstrating the characters can eat and make small talk is not overly stimulating. But maybe if two of them are making eyes at each other. Or, maybe that steak they're eating is the missing third character.
