"In Pennsylvania, there is a three-month waiting period during,,," could be changed to "In Pennsylvania, there is a waiting period lasting three months ..." -- no hyphen

"We have to prove it was a one-time thing. ..." could be "We have to prove it is going to happen only one time ..." -- no hyphen.

I guess I'm asking if I can not use a hyphen is it preferable in today's writing?
