October Novel Prep Challenge

Hi, that is part of my problem. I have a character, a half-breed. He is a bounty hunter by trade and works for the feds. He is often called because he was born and raised on the Qualla (the reservation) and knows the Smoky Mountains well. I wanted him for my protagonist. Would he still qualify if I made it that it was him that started it after the charges were dropped in the Supreme Court against a man who killed his kids because the crime took place on the Qualla? (I actually have a case of that happening.)
