In the Merit Badge Shop, on the confirmation page, it says:
Once confirmed, the process is complete and the Merit Badge
can not be taken back!

So that would mean no, there isn't.

When you're not sure a MB purchase has happened, check your GP log to see if there is an entry for the purchase. At certain times of day (night) when the servers are busy, it may also be good to wait half an hour and then check again, before assuming nothing happened and doing it over again.
