Yes, that's true that you only have to include the month and year when you are doing a catchup entry. but Kit'z Higher Rating Contest isn't one of the highlighted contests for July 2022. Each month I highlight contests (usually 3, sometimes 4, and occasionally more) and you choose from the contests I highlight. The contests are always posted on the challenge page (and in my ads for the challenge). The current contests are Poetry Topic of the Month Contest, Creature Features, and Sound & Vision Contest. Do you see where they are listed? I post them in the same place every month.
