Why doesn't WDC create a separate genre category for Memoir?

Doing so would go a long way toward eliminating confusion about the difference between Biographies and Memoirs. Yes, Memoir is considered to be a sub-genre of Biography, but the two are different enough in structure and purpose to warrant Memoir getting its own category designation.
