IM's are only stored for a short period. The IM log notes at the bottom:
* Instant Messages older than 30 days may not be available.

Un-officially, IM's are stored for 120 days at present.

But no, IM's are not stored indefinitely and they were never intended to be a bookmarkable resource that was re-accessible forever. It's been this way since IM was added some 20 years ago. Sorry for any confusion on that!
