It's difficult and complicated. Over the last summer problems with an adopted teen flared, we knew she had some issues that needed addressing, but felt like our hands were tied and nobody wanted to step in and help. On one side, even though she was under eighteen, she was free to choose and do what she wanted. On the other side, we were held responsible for the results of her actions.
Without knowing more, I can't say one way or the other in this case, I just know that in today's society, parents have few options when it comes to raising teens and what they can do; Social Services put the teen in control of their own lives, but hold the parents responsible for the consequences.
