A couple of ways.

1. One is to edit the static item and under Folder / Location (after your item body) select the Folder into which you wish the item to be. Don't forget to click Save.

2. This next option is great if you have a lot of items to move at the same time.

Open your main page and click on the gear icon after PORTFOLIO. You should see: Manage your portfolio items.... Under that, click on the second link Move to Folder. Select the box next to the static item you wish to move, and then select the Folder in the text window at the top of your listed items. Verify that the item was moved to the correct folder.
