Unfortunately, the purchase is being declined by the bank.
Please contact the issuing bank directly to see if they can help.
It looks like you made 15+ attempts on the charge, at which point the card may just be blocked by your bank due to the excessive amount of attempts. This is typically a fraud signal to banks and you'll need to contact them to release/unlock the card.
