I think community building takes a lot of work and effort. In my mind, I have to get busy to call people and organize a get-together and bring cakes and refreshments to someone's house (a volunteer, usually myself) and have a good time. I used to belong to a group where people prayed and shared fellowship and then left to go home to their houses. It soon became a contest of who would prepare the best spread of food for the community and if the members don't care for the spread they don't atted anymore.
Community building takes more than fellowship, but it also takes a focus on what's important. Usually the important focus is God and His Holy Family. Or a Saint or a Purpose to help the needy. That would galvanize genuine community.
