Yes, I believe this is true. If you are negative, or in a negative mood, it is difficult to be up beat and think of positive things. To create anything, you must approach it with a positive attitude; then the juices flow.

I don't believe an artist can paint anything beautiful unless he or she is thinking positively about the subject matter. Even to write, as we do here, we must be positive to attract ideas.

Looking at the definition of positive: consisting in or characterized by the presence or possession of features or qualities rather than their absence. Let is a little bit hard to understand, but the key there for me is the word presence or possession. You must have the presence or be in possession of a positive attitude to create.
