It sounds like a very "plotter" thing to do. There are definitely people who write science fiction and fantasy that go very far with how they develop the stories and build worlds. I know Robert Jordan is a published example that had done a vast amount of work about the fictional world even when they wouldn't all make it into the stories. It helped when he passed away and someone took over to get the end of the long series finished.
While I do write fantasy stories in made up worlds, I don't do as much planning as I probably should. I am more of the "pantser" type since I wrote 180,000 word first draft of a fantasy story with its own magic system but didn't really write out the details. Does remind me of a few series I need to work on that could use better development. I should do that.
