I've tried Firefox, Chrome and Edge and it's broken on all three. Chrome and Edge are both Chromium but Firefox isn't, so it seems unlikely it's a browser issue. If I scroll down my notebook, gifs that worked recently (as in the last couple of weeks) are now also static.

They were working before the recent Windows update, but I can't see how that would be the cause. Then again, my knowledge of such things wouldn't fill the back of a stamp.
