My answer may be controversial and/or off-putting, as I tend to believe conspiracy theories arise when people live in a state of fear, as more and more do these days. Fear breeds distrust, and that leads to suspicion. And many people either don't want to exert the effort needed to discover the actual truth, or the truth is contrary to an already established belief system, so they latch on to a "convenient truth" instead ... one that supports their belief system and, presumably, makes them feel less fearful.
This is a tough one to articulate.
