This is currently a technical limitation of a visual editor with collapsable content. {quote} tags don't have the requirement. I struggled with the editing of these "in line" for a long time before moving along to the current implementation. My end goal would be to have it all editable on the same page. But for folks where this ones is a "deal-breaker" on using the new editor, you'll have to stick to Legacy until I can make it work with the accuracy and smoothness I require to have it in-line.
