In the most literal sense:

Paranormal: unexplained phenomena
Supernatural: beyond the laws of nature

The word 'supernatural' means "above, beyond, outside of" nature.

Extrasensory perception is paranormal.
God is supernatural.

Note that 'supernatural' does not imply 'fiction', although it is often interpreted to mean that by someone who disbelieves in the event or entity in question.
