No, you definitely do not have to use the Review Tool! That is usually for members who have been here for a length of time, have templates they like to use and don't feel like retyping them all the time, etc. If you're just starting out, we encourage you to just read and share your thoughts/feedback with that author. Don't overthink it! *Smile* Our reviewing tools at the bottom of every item are plenty to get you started and the authors will be delighted to hear from you.
