A rat is a roll of some kind of material that you lay on your head and brush the hair over. It's what gave women that huge puff, called a pompadour, at the tops of their heads that was so popular at the turn of the 18th/19th centuries. Victorian women often made rats out of their own hair. It was cheap and had the great bonus of being the exact color of your hair, so if a bit showed through, no one would ever know!
