Hmm, you mean like former Marquis members who decide that their hatred of the Federation really isn't getting them anywhere, so they ask about being a help to Starfleet while not being part of it. Starfleet then accepts their idea and gives them a ship, an old ship that can be upgraded easily if they perform missions well enough. Might work.
