Life was about normal in the hidden village of Konoha.
Which meant there was only 1 group of people out to kill everybody. The Hokage had ordered many procedures in perpetration for the fight with Akatsuki. Special teams had been assembled to respond to threats, and others to conduct research.
The research group had not shown much progress, so the Hokage decided to "motivate" them when she punched out a table that contained everyone's lunch. As it turns out, that DID motivate the team to research a way to boost the ninja's psychical power.
If an advanced ninjutsu user was as strong, or better yet stronger then the Hokage, you would have to pick up the pieces of Akatsuki off the ground. As you could expect, there was a problem. The only method they found successful had two drawbacks: 1)It involved draining the power from other ninjas (they could recover in about a week) 2)The process couldn't be reversed.
They couldn't go out and find volunteer to submit to being drained, so the research team (4 of them) would have to do that themselves. Which meant they had better get it right the first time, because it would take at least 18-24 hours before they could stand again. With that in mind, the test subject had to be chosen carefully...
