The city was smaller than it was supposed to be

At the base of a blade of grass, smaller than grass is wide, smaller even than a grain of sand, is a small gray speck.
After zooming in further on it, Kant notices it is the city.
"Uhm, Kant again." He said to base.
"Did you find it?"
"Yes, but there's a problem. It's too small, the size of a speck of dust. I can't even see it without my magnifying glass."

There was silence for a bit, then the person at base replied:

You have the following choices:

1. "It's useless then, just get rid of it."

2. "Move away from it, we'll try to grow a little."
