"I actually discovered this law a couple of weeks ago. It appears old Sarutobi-sensei was a bit of a pervert and had a submissive side to him. He enacted a law under the radar that gave any female Hokage the power to enslave any of the shinobi under her command. I rank higher than the Hyuga, so I could enslave you without any legal ramifications from the Hyuga clan." Tsunade explained.
"But I'm still a slave!" Naruto protested.
"And there's no way out of that for you Naruto, I'm simply giving you a chance to choose your master. I would love to own you, I haven't had a good slave in years and I can tell you would make a wonderful slave. And Shizune would be relieved, I make her do some of the things I used to rely on my slaves to do for me."
"Like what..." Naruto asked. He couldn't believe it, but he was actually thinking about accepting Tsunade's offer!
"Well I make Shizune lick my ass and my pussy from time to time, and it's her job to keep my feet clean..." Tsunade listed off.
"Gross!" Naruto protested.
"I will tell you that Hinata told me that she plans on fucking you in the ass in the middle of the village." Tsunade retorted. "I think serving me is a much better fate than that, don't you agree?"
"Well...yeah... but..."
"I'll take good care of you if you become my slave Naruto." Tsunade assured with a gentle smile. "As long as you behave yourself that is."
"This just sucks Baa-chan!" Naruto whined.
"Tsunade-sama, you're a slave now so you will always refer to me with respect. And if you become my slave, then you will refer to me as "Mistress" or "Master."
"I just don't know Tsunade-sama..." Naruto mumbled.
"I would love to have you as my slave Naruto, it would easily make my year to turn you into my property. And to be frank, the slave of the Hokage is the closest you're ever going to get to being Hokage now."
Naruto dropped his head. That stung. He would never achieve his dream... And now he had to choose his master...
