Just as Chihiro's fingers clasped the book and began to pull it down, she felt another set of fingers reach up under her skirt, clasp her panties, and pull them down! Turning in shock to try and see who was responsible, though this only succeeded in knocking her off her balance thanks to her panties now being around her ankles. Before Chihiro could tumble off the stepladder, however, she was steadied by a hand on her stomach that pushed her lightly against the bookshelf now behind her. While Chihiro would have normally been grateful, the sight of who had steadied her filled her with anything but good feelings.
Miyuki Satou, Chihiro's classmate and notorious bully, was looking up at Chihiro with a mischievous look in her eyes. It was her hand that had stabilized Chihiro when she was in danger of falling, but it was her other hand that held her panties, still bunched around Chihiro's ankles. Breaking eye contact with Chihiro, Miyuki looked down at the article of clothing clutched between her fingers.
"Cute choice of panties, Fushimi." Miyuki complimented in a tone of voice that would normally be considered friendly.
"I... you... l-let go of those!" Chihiro squeaked, too embarrassed and uneasy to muster much else in the way of a response.
Miyuki simply smirked and put a finger to her mouth. "Shhh. You've gotta be quiet in the library, remember? Besides, why should I let go of them? They're so cute, I just might take them and run them up a flagpole for the whole school to see!"
"No! D-don't do that!" Chihiro whispered. Even though Miyuki would still have to get the panties past Chihiro's feet, both of them knew this would be a trivial task. Miyuki was far stronger than Chihiro and wouldn't have any trouble forcing the issue; Chihiro could only hope to negotiate with her tormentor. "Please don't do that, that's too embarrassing!"
"That's sort of the point." Miyuki said, though she quickly tilted her head in thought. "Though... maybe I could be convinced to change my mind. Tell you what, Fushimi: I have some ideas for things you could do in exchange for me not sharing your undies with the entire school. Sound like a deal?"
"What kind of things?" Chihiro asked, dreading the answer.
"Ah ah ah." Miyuki tutted. "Agree first, find out after. Now, do we have a deal, or do I have to make a run to the flagpole?"
