Perhaps you live in a world where the females of one specific ethnicity all gained the ability to shrink and Vore at the same time. They are considered extremely upper class, and their populations boom.

Or maybe a world in which Vore is possible, only illegal in most places. Much like legalization of marijuana and abortions in modern life, the right to Vore is a heavily debated issue and the states are split with it. The more liberal places in the world think it should be allowed, while conservatives don't.
