The 2nd of Jirachi's tags now has May's name on it as a notebook appears in Mays hands. May quickly takes out a red pen from her bag and writes down a few basic rules. Anything May writes in red will stay on the page even if time is reversed
Jirachi can't reverse time without May's permission.

May will remember what happened even after time is rewound.
May will be able to to make a red or black pen appear at a size she can use any time she wants.
The notebook stays at the size that may wants.
Finishing the rules she finds most important she decides it's time to start going Godzilla on the world but, the question is how does she want to do it...
