Let's deal with a busty yandere Hokage

Tsunade was glad to be Hokage. She was quite pleased to have a sense of purpose in life. In fact, she was oddly pleased to do paperwork. Whenever Shizune came by, Tsunade was glad to see her so pleased to be with family and at home.

At least at first. Nothing lasts forever.

Tsunade began to feel empty. Work became a drag. Paperwork soon became something that felt like a Sisyphean effort. Shizune's happiness felt like it was mocking Tsunade's loneliness.

At that last thought, Tsunade realized that she might be wanting to get back in a relationship.

Of course, to prevent them from dying like Dan, Tsunade would prevent them from leaving the village, and her.

So she looked around for a bit and found someone to her dating specifications. Under a Transformation Ninjutsu, she dated them for a few weeks.

She claimed it was for information gathering, but soon, she spent more time with the person. For a time, she was willing to give up both sake and the Hokage position to stay with them... until she realized that that would put her under their protection and control.

Tsunade decided that she wanted to be in control. That the person needed her protection more than she needed theirs.

So her next action was to work out and design a secret high-level order that prevented the male from ever leaving the village, claiming they were necessary to keep the Hokage's mental state stable. She shared the order with a few people, who did things that could better convince the rest of the village to obey the order when the order would be revealed to the village. The fact that a couple of people were killed to better convince some of the clan heads was of little consequences to Tsunade.

Next was to have some very trusted sealmakers to design a seal that would allow her to fill the sealed one with either pleasure or pain at her choice. Then on one of her disguised dates, she secretly slapped the seal on her loved one.

Then came the moment where she called for her loved one to a meeting, with a few clan heads to be the witnesses. In walked...
