Perhaps one of these options?

Option 1: Naruto is able to attach strings to women and control their actions. All women believe their actions while controlled are perfectly normal and will justify their actions all the time.

Option 2: Whenever Naruto gives a woman clothes to wear, the woman must change into those clothes and wear them for the rest of the day. No one will mind the change in clothes and treat it as normal.

Option 3: Naruto has a jutsu that makes a woman believe she's one of his Shadow Clones, completely obedient to him, for 24 hours.

Option 4: Naruto has copies of women's headless bodies that he can wear whenever he wants. No one will think he's any different, even if he is wearing only boxers while having a woman's body.
