Sakura decided to make chase after Naruto who not only used a crude jutsu in front of impressionable kids but also using it to steal food to avoid paying she didn’t understand his complicated childhood but she knew he wasn’t treated well but that doesn’t mean he could do what he wanted now taking out his childhood frustrations on some of the hard working civilians.
This only cemented her idea of raising him to be better as he obviously needed a mother on his life and sadly didn’t get one until he was much older, she knew that he saw Tsunade as a mother figure and Tsunade saw him like a son so going to her with this plan of hers wasn’t good.
She would teach this brat even if he was viewed as a hero nowadays she will expose him for what she saw him as a sissy little brat who wanted attention..
