Eventually Princess Daisy won the quarrel as it was soon decided that her version of a competition would be used however since the royal ladies were almost completely naked with the exception of their panties that were in their respectful colors, Princess Peach hoped it wouldn't be too drastic:
Peach: How do you want to settle this, Daisy?
Daisy: In a breast flexing competition!
Peach: Breast-Flexing, what's that?
Daisy: To put it simply, Breast-Flexing is a method that sexy women like us use to force their breasts to grow!

Daisy: Like this!
