King of Chairs... when bureaucrats rule...

This image is taken in the periphery of my work place. I sat up the topmost chair and made it stable with some pieces I found here and there (in a windy day!).
The idea of the image is to mimic the reality that most people live right now. Paperwork. Needless paperwork. Morever, heads with no brains ruling over the administerative domain and make people who gained their various certificates in various fields of sciences or engineers, vague.
