What is? Is?
The telling of time for official usage(railroads, radio, bussiness)
the twenty four hour clock is used: the word hour and minute
are omitted and numerals are used:

When a persons age is presented as an attribute, the numeral
            is used:

                                  He is 44 years old.
                                  She is 20.

She has a daughter 16 years old.
Her husband is 44 years of age.

Observe the use of dative in expressing age:

I am twenty one years old.
My husband is forty-four years old.
Our daughter is sixteen years old.

Numerals have full dementions, but their use is extremely complicated,
but not important for elementary declension. They are here outlined
          for the telling of time.

I traveled back in time and met Jesus Christ. He was thirty-six years old.
I am forty-six years old. I asked Jesus if He would like to meet Angelina
Jolie. She is a 36 year old actress, who has made a film about time travel.
Jesus consented and we traveled forward through time.
We met Angelina, while she was in highschool. She was sixteen years old.
I asked her if she recognized Jesus Christ. She did not. Jesus ask her if
she was happy. She was not. Jesus suggested coverting to Judiasm.
She said she would think about it.
After returning from my time travel, I decided to watch Forbidden Planet.
It was late 16:30. My cats slept, while I admired Anne Francis. She was
23 years old at the time the film was made.
