I don't think that it's holding your rating when you select it. Make sure that once you've gotten the stars yellow with where you want them, that you tap on it again. If you've selected the rating properly, the stars should turn purple and then it'll be locked in.

Another way to do this would be to open the Review Tool (which is below the review box, the right hand button) and write your review in there. Then you can use the drop-down menu for ratings that is used in the review tool to select the rating.
