There have been further changes since the 1 Jan 2013 change.

On 1 April 2014, the grandfathering for creating new interactives was removed for all accounts. Existing interactives remained grandfathered, and they can still be edited, but creating new interactives is now restricted to the limits shown in "Compare Free and Paid Membership Benefits" .

The error message you got is correct and not a mistake.
