In response to your statement: "You have to be a prolific reader to write well, but you don’t have to be a prolific writer to read well."

I agree with your statement. Yet I know that as writers providing feedback for other writers, it is easy to forget to step into a reader's space first and foremost. Perhaps this is something we need to remember, to free ourselves up to provide critiques from a reader's perspective, particularly since we are in different stages in regards to our own writing skills and our comfort level with providing critiques from a writer's perspective.
