I disagree with this "This is where the diversity lies, in the actual stories. If these aren't explored, then it's tokenism." You're making a dangerous requirement.
If the story is about aliens and environmentalism, it may not make sense to delve into the racial stories of each character. It just might not be part of the story being written.
But by your statement, I am required by law to delve into the black guy's racial past OR make him white so that he isn't a token.
Everybody has to be white because the story isn't about race?
This is hyperbole, but it demonstrates what your idea leads to. Non-diverse stories.
Stop making restrictions.
Check the work for whether it is respectful. Truthful. Does it introduce believable characters?
For actual racism to end, we are all working toward that with a variety of strategies. Nobody has to perfectly conform to somebody else's strategy. That's not how alliances actually work.
