How can I report a user?

Okay so I requested a review from one of the profiles on the "Reviewers" list, and it's been a week now still nothing. nada. So she basically ran off with my points. People like this should get banned or something, they're scammers. what's the point of giving away points if you get nothing back? It's a pretty loose system here.
