Both Sura and Makram have specific virtues that draw them to each other, and set them apart from others in the harsh world of Hellside in the City of Corpses - honesty and integrity, respect, but also enough craftiness to survive among those who share none of these values, but would perceive principles as weaknesses and prey on such weaknesses.
