There are no rules to this. I have been writing for almost 14 years, and I improve with every novel. I am at the beginning of the publishing process of my children's book, and I still don't feel like it's perfect, but it's good enough. Four publishing houses wanted the book. It's never perfect enough in the eyes of a writer.
It takes a lot of courage of let a book go and make peace with the fact that it's good enough to get out into the world.
