There should be an online site for that particular public library, and it probably would have an online way of contacting the library staff with questions, such as email or a chat box. And it would probably have a library search function to find books in their collection as well as put a hold on ones you'd like to check out. Check the .gov website for the government entity that sponsors the library to find a link to the library page, or phone the library and ask for their web site address. Then bookmark their main page. The library website might also have links to tutorial pages for things like checking out an e-book or using inter-library loan. How-to books on writing are cataloged under the 808 call number in the nonfiction section. The library webpage search function should be able to search by call number, title, author or subject (how to write). There would be sort options and filter options for narrowing down the results to what you're looking for, similar to any other search function for a particular website. Hope that helps.
