Also, what are all the soldiers doing? Cops?

Are they themselves forming gangs? I find it hard to believe the people best trained in violence would sit down and be shlubs with hoodlums take over.

Who makes the food? Who farms?

There's probably less "everybody's in a gang" and more, gangs have taken over and everybody else is paying protection so the "economy" such as it is keeps working. Think Taliban or some such in destablized countries.

Rich people hold up in their bunkers and estates and pay guards to protect them. OR, they are the first up against the wall when the revolution comes. The gangs being that revolution.
