You don't show as having purchased a paid membership.

It shows you as using the free Premium trial. That does not include creating any items that require a paid membership, or affect the limitations for free members and guests in place for Interactive Story items.

An error message at 8:05pm (after you posted here) shows that you didn't select a paid membership on that page in the Shop:
To add a Paid Membership to your shopping cart or wish list, please select a Paid Membership type and length by clicking the circle under the price you wish to order.

If you're using an i-device, you may need to double-tap to select, rather than just highlight, the item you wish to purchase.

If you fixed that error and resubmitted the order, there may have been a problem with your payment method. Check with your bank, etc.
